The NBFDS is a federal rule that came out on December 21, 2018, and says that genetically engineered ingredients in certain foods have to be listed. The rule has a very narrow definition of "bioengineered," which means that it doesn't apply to many ingredients that most people think of as GMOs. Under the rule, a cooking oil made from GMO canola isn't considered "bioengineered," so it doesn't have to be labeled, since the finished product can't be tested.
