State Fiscal Stabilization Funds

Most Common

The State Fiscal Stabilization Fund (SFSF) was a program created by the US Congress as part of the American Recovery and Reinvestment Act of 2009. The purpose of the SFSF was to provide funding to states and territories to help stabilize their budgets during the economic recession that occurred in the late 2000s.

The SFSF provided funding for three broad purposes:

1. to help states support education

2. to help states stabilize their budgets

3. to promote government transparency and accountability.

The funds provided by the SFSF were used to help prevent layoffs of teachers and other public employees, prevent reductions in important services, and prevent tax increases. The SFSF program ended in 2011, but its impact was felt for several years as states used the funding to address their budget shortfalls.
